Non-State torture was included in REDRESS’s Report for the UK Government’s five year Consideration of the United Kingdom of Great Britain and Northern Ireland – 66th Session of Committee Against Torture Review by the Committee Against Torture (CAT) at the UN in Geneva on 7th and 8th May 2019.
This is the information and testimony on non-State torture submitted by my-Self, Jackie Jones MEP and Jeanne Sarson and Linda MacDonald of Persons Against Non-State Torture in REDRESS’s report. It is naming, visibility and recognition for persons who are tortured in the private sphere by for example family, pimps, traffickers, buyers and johns.
However, intentional silencing occurred by the UN Committee Against Torture in the Review when they chose not to name or refer to torture by non-State actors using only the words “harm by private actors.”

NB: Re. UK Law quoted in image above:
“Just to respond to the legal definition of torture in UK law. This is similar to Canada’s legal definition and reflects how the CAT has been operationalized solely as State-centric and applicable to warring and State terrorization. It ignores the CAT Committee general comments seeking to eliminate the legal and human rights discrimination suffered by women and girls.” Jeanne Sarson 13 May 2019.
